Shenzhen Chamber of Commerce for Import & Export is a non-profit social organization. In Dec 2003, it was jointly set up by the former Municipal Bureau of Foreign Trade & Economic Cooperation, and the Municipal Federation of Industry & Commerce etc. It was voluntarily made up of the enterprises and organizations in Shenzhen that engages in foreign trade-related production, management, trade, and service etc. In 2005, in accordance with the requirement of the municipal government, the Chamber of Commerce was restructured into a non-governmental organization, which implements standardized management, market-oriented operation, and international standards. It is the first chamber of commerce in the state to break the boundaries of industry and ownership.
