Over 200 people from all over China attended the Member Congress, which includes various heads of provincial and municipal departments, presidents of chambers of commerce and associations, entrepreneurs, representatives of bank, and journalists, etc., such as Li Yangchun - Deputy Minister of United Front Work Department of Guangdong Provincial Party Committee, Feng Riguang - Vice Chairman of Guangdong Federation of Industry & Commerce, Luo Xiaoming - Deputy Director of Guangdong Administration of Social Organization.

The Member Congress reported on the preparatory work of GBIEA, reviewed & approved the regulations, election methods, and related systems of GBIEA, elected the first council and members of leadership team. Peng Guoyuan - the Chairman of NWY was elected as the 1st President, Lu Shenzhong - the Founder and Chairman ofShenzhen Yale Electronics Co., Ltd. (AWEI) was elected as one of the vice Presidents.
